You're darn straight it twirls.

Today I found a dress.
The most incredible of all incredible dresses.
It is green. It is sparkly. It has tool. It is that fancy kind of long where you are supposed to pick it up when you walk. It makes me feel so elegant.

I did a few in-store tests on the twirl-factor as well. Good rule of thumb-

never buy an expensive dress if you cannot spin around in it and giggle hysterically like you are 5 years old again. Anything else is simply a waste of money.
